This year I found a variety of rosemary called "Arp" . It is supposed to be more cold tolerant and will come back next year. I say I will believe it when I see it.
I did have one that lived for many years, but it was planted right up close to the house. That might have been just enough warmer that it didn't winter kill (I killed it by overpruning it one year). The one that winter killed was out in the garden.
I bought Arp a couple of years ago. It winter killed the first year :-(
